We shut down for inspections, for re- fueling, and most impor- tantly, if even one instrument tells us the plant is operating abnormally. These shutdowns always make news, and that is as it should be. Everyone is concerned about the safety of nuclear power, and everything we do should be the subject of thorough public examination. What is not commonly known is that all power plants--whether oil, coal or nuclear powered--experience shutdowns. Adjust- ments and repairs must be made to nearly identical equipment in all three. But shut- downs of oil and coal fired plants seldom TO O at 67%, still well above what could be expected  from oil or coal fired plants. This is why, despite the enormous cost of its safety systems and yes, those expensive repairs,, Vermont Yankee generates 33% of Vermont's power. It produces this power at 2.5 per kilowatt hour, compared to approximately 5 per kilowatt hour for electricity from coal fired plants, and 8 per kilowatt hour from oil fired plants. Our critics argue that the risk of generating this electricity is too great. We obviously believe otherwise; but the choice is not ours to make.
