one-year certificate of deposit, paying 70% of the
current interest rate on 52-week U.S. Treasury bills. Up
to $1,000 of the interest is exempt from federal income
tax ($2,000 is exempt if you file jointly). And unlike other
high interest-bearing notes, the certificate is insured by
